Brazil Agriculture Policy Review AgEcon

In June 2005, OECD members met with senior government officials from Brazil to discuss Brazilian agricultural policies and future directions, as a part of a comprehensive agricultural policy review. Ongoing dialogue with Brazil on policy issues is important to fostering a better understanding of global challenges and opportunities that lie ahead. Results of the review will be published by the OECD in 2005. This policy note provides a preview of key findings.

China Agriculture Policy Review AgEcon

Senior food and agriculture officials from China and OECD countries met in Paris for discussions on domestic and trade policy issues in June 2005. The meeting assessed the challenges facing the agriculture and agri-food sectors of China as an increasingly important player in the global trading system. Ongoing dialogue with China on agricultural policy issues and its future directions will foster a better understanding of global challenges and opportunities that lie ahead. This policy note provides a preview of key findings of the country review to be published soon.

Endogenous Economic Reforms and Local Realities: Cotton policy-making in Burkina Faso AgEcon

This paper explores the case for believing endogenous reforms to be more developmental than externally-imposed reforms, by drawing on the recent unorthodox experience of cotton sector reform in Burkina Faso. We address questions about reform emergence, feasibility, developmental impact, and sustainability. Our analysis, which carefully incorporates local social and political realities, suggests that the urban elites dominating the Burkinabè state favoured a particular cotton reform process, because it provided them with higher rents; while allowing for some rent distribution to the rural world which secured national consensus around reform. Reforms and Efficiency Change in Transition Agriculture AgEcon

Studies on efficiency changes in transition agriculture yield mixed results. This paper develops both a theoretical model and an empirical analysis of how distribution of efficiency scores changes with the various stages of transition. We use a unique set of representative farm survey data to calculate farm level efficiency scores, compare the efficiency distributions of different transition countries and correlate these with various indicators of particular reforms. Our study indicates that, in particular, general institutional reforms and reforms focused on market institutions and on reducing market imperfections in input and output markets have an important positive impact on farm efficiency.

The Role of Institutional Environments on Technical Efficiency: A Comparative Stochastic Frontier Analysis of Cotton Farmers in Benin, Burkina Faso, and Mali AgEcon

This paper examines the role of institutional environments on cotton farmer technical efficiency scores in Benin, Burkina Faso, and Mali using a stochastic frontier production approach. First, the key institutional changes that have occurred with the recent market-oriented reforms are discussed. Then, farm efficiency per country is measured using cross-sectional data collected by the Cotton Sector Reform Project of the Africa, Power, and Politics Programme in 2009. Results from a one-stage estimation procedure suggest that while no technical inefficiency exists in Benin, an average technical efficiency of 69% and 46% is found in Burkina Faso and Mali, respectively. Why are Latin Americans so unhappy about reforms? AgEcon

This paper uses opinion surveys to document discontent with the pro-market reforms implemented by most Latin American countries during the 1990s. The paper also explores four possible sets of explanations for this discontent: (i) a general drift of the populace’s political views to the left; (ii) an increase in political activism by those who oppose reforms; (iii) a decline in the people’s trust of political actors; and (iv) the economic crisis. The paper’s principal finding is that the macroeconomic situation plays an important role in explaining the dissatisfaction with the reform process.
